Employee Benefits - A Brief Summary
Most Normandale Community College employees are eligible for an excellent State of Minnesota and MnSCU benefits package. Benefits for state employees include health insurance, retirement, long term care, and many other desirable options. Generally, your benefits will total about 30 percent of your salary. For example, if your annual salary is $39,000, your total compensation, including benefits, is about $50,700. If your annual salary is 50,000, your total compensation, including benefits, is about $65,000.
The following benefits are provided to eligible employees. Most are administered by the Department of Employee Relations according to the terms of your assigned bargaining agreement or employee plan. Insurance and pre-tax benefits are available only to insurance-eligible employees. Contact Human Resources for more information.
Health and Dental Insurance The state pays for a large portion of health and dental insurance for you and your eligible dependents. You may continue these coverages at your own expense as an eligible retiree.
Accidental Death and Dismemberment Insurance You may purchase this optional coverage for yourself and your spouse.
Life Insurance The state pays for your basic life insurance. You may purchase additional life insurance for yourself and your dependents.
Short-Term Disability Insurance This coverage provides you with income for up to 180 days if you become totally disabled due to an illness, injury or pregnancy. You may purchase this coverage for yourself.
Long-term Disability Insurance Long-term disability insurance provides you with income when an injury or sickness results in your continuous disability beyond 180 days. Benefits will begin on the 181st day of a total disability due to an injury, sickness or pregnancy and are payable until your normal retirement age, as stated in the 1983 Social Security amendment, which is determined by your date of birth.
Long-Term Care Insurance Coverage for non-skilled long-term care that is proveded in a nursing home, assisted living facility or in your home.
Normandale/MnSCU Tuition Waiver Program Available to MnSCU/Normandale employees and certain dependents, once qualifying criteria is met.
State Employee Health Promotion Program This program helps your employer create a healthy, humane work environment through worksite-based programs, activities and resources that can help you improve and maintain your health.

Pre-tax Benefits The following benefits allow you to pay for certain expenses with wages before it is taxed.
Dependent Care Expense Account. This benefit allows you to pay for certain dependent care expenses (such as child care) with pre-tax dollars.
Health & Dental Premium Expense Account. The amount you pay for your health and dental insurance is automatically withdrawn from your pay before it is taxed.
Medical/Dental Expense Account. This benefit allows you to pay for certain anticipated unreimbursed medical and dental expenses with pre-tax dollars.
Vacation Leave Full-time employees receive between 13 and 29 days of vacation each year, depending upon length of service. Part-time employee receive vacation leave based on hours worked.
Paid Holidays You receive 10 scheduled holidays and most employees receive one floating holiday each year (Administrators have a separate policy).
Sick Leave Most full-time employees receive at least 13 days per year. Part-time employees receive sick leave based on hours worked. Sick leave may be used for bereavement leave.
Employer Paid Leaves of Absence may be allowed for: voting, job related court appearances, job assigned education or training, jury duty, military duty, and emergencies (such as snow emergencies).
Unpaid Leaves of Absence may be allowed for education, illness, injury or disability, parenthood (up to one year), military duty, personal reasons, precinct caucuses or conventions, union leave and taking an unclassified state job.
Benny Card Information
The "Benny" Card is a prefunded debit card that pays in real time for eligible medical, dental, and vision expenses. The card can be used at participating discount and grocery stores, pharmacies, hospitals, and vision centers, as well as at doctors' and dentists' offices. The advantage of the MDEA is the employee can contribute up to $5,000 annually in a pre-tax account to cover anticipated uncovered medical/dental expenses.
The Benny Card allows you continued access to the one-time occurrence of $250 that was given to each employee last year, as well as any additional funds that you will may choose to add to the optional Medical/Dental (MDEA) pre-tax account.

Other Employee Benefits
The following benefits are provided by the state and administered by various state agencies.
Retirement Income You receive a state contribution toward your retirement fund that matches your own contribution of approximately 4 percent of your salary. Most state employees belong to the Minnesota State Retirement system MSRS. Most higher education employees belong to the Teachers Retirement Association TRA, and/or to the IRAP-Individual Retirement Account.
Deferred Compensation You may invest part of your income in a tax-deferred investment program. Employees in some bargaining units receive a matching state contribution (as defined in contracts or plans). For more information visit the Minnesota State Deferred Compensation Plan.
Direct Paycheck Deposit All employees are required to have 100% direct deposit of their paychecks. You may have your pay directly deposited in most banks or credit unions.
Family and Medical Leave Act According to the FMLA, you may qualify for up to 12 weeks of unpaid leave for certain family or medical situations. While on unpaid leave, you will continue to have insurance coverage and your job is protected.

Other Services/Activities
Affinity Plus Credit Union State employees are eligible to join this credit union which offers full banking services including a discount car buying program. Please see the Affinity website or call 651-291-3700 or 800-322-7228.
State Employees Incorporated (SEI) is a non-profit organization that sponsors many events including discounts for movies, Happenings Coupons, Rapid Oil Change, Valley Fair, Disneyworld, Renaissance Festival and many others. Please see the SEI website. To obtain a discount, request an employment verification letter from the Human Resources Office.
