Unusual Circumstances/Dependency Override Request (additional flexibilities for assisting students with unusual circumstances)
Beginning with the 2024-2025 Award year both first time and renewal applicants who indicated they have an unusual circumstance on their FAFSA form will be processed under a Provisional Independent Status. This will allow applicants to receive an estimate of their Federal Student Aid eligibility (Student Aid Index (SAI)), which the College’s Financial Aid Team will review prior to final award determination.
If you are requesting a reconsideration of your dependent status through Dependency Override:
We recognize that students can experience unusual circumstances in their household that may require additional consideration. When these circumstances occur, it is possible to review a student’s aid eligibility based on their current circumstances through the Petition to Change Status from Dependent to Independent. All petitions are required to have a detailed letter of explanation and supporting documentation. There must be unusual circumstances in the household to be considered for a Dependency Override.

If you selected Unusual Circumstances on your FAFSA and in error, you must correct your responses to the FAFSA Student Personal Circumstances to "None of these apply." Then, include your parents'/contributors information and signature. Please allow 5-7 business days after submitting your corrected your FAFSA. Please be aware that you may be required to submit additional documents.

Unaccompanied Youth or Homeless Designation
What is the process?
Students who may be considered Unaccompanied Homeless Youth must complete the Free Application for Federal Student Aid (FAFSA) and, on the application, select “yes” on the “Student Other Circumstances” question in the “Personal Circumstances” section of the FAFSA.
After completing the FAFSA, if requested, students should contact The Office of Financial Aid and Scholarships financialaid@normandale.edu , provide their preferred contact information, and availability. A financial aid team member will reach out to learn more about your current situation and provide guidance on next steps.
For petitions you must complete the Petition for Dependency Override and provide the documentation listed before we can review your request. Please use the Financial Aid Secure Document Submitter to submit your Petition and additional documentation. Students who cannot obtain documentation should contact the Office of Financial Aid and Scholarships at financialaid@normandale.edu for further guidance.
Students who receive a homeless determination will be considered independent for each subsequent award year unless the student informs the Office of Financial Aid and Scholarships that a change in circumstances or conflicting information regarding dependency status is found.

Homeless - lacking fixed, regular, and adequate housing. You may be homeless if you live in shelters, parks, motels, hotels, public spaces, camping grounds, cars, abandoned buildings, or temporarily living with others because you have nowhere else to go.
Unaccompanied - you are not living in the physical custody of your parent or guardian.
At Risk - means your housing may cease to be fixed, regular, and adequate. For example, you are being evicted or have been asked to leave your current residence and have been unable to find fixed, regular, and adequate housing.

Process for Parent(s) Refusal for FAFSA (Eligibility for a Direct Unsubsidized Loan Only)
For student(s) who’s parent(s) refuses to provide their information on your FAFSA, you may be able to receive a Federal Direct Unsubsidized Loan only. Students in this situation cannot receive a Federal Pell Grant or a Federal Direct Subsidized Loan.
Students can complete the Petition for Dependent Student to Receive Unsubsidized Federal Direct Loan Only and must provide a letter from your parent(s) which includes:

Please note: If the parent(s) refusal question was marked incorrectly on the FAFSA, or if you want to be considered for Pell Grants or subsidized loans, you will need to correct the question on your FAFSA and add parent/contributor information. Parent(s)/Contributors must also create an FSA ID and sign the FAFSA for dependent students.
Petition for Consideration of Special Circumstances (adjusting FAFSA income to 2023, considering one time income, or adjusting Cost of Attendance)
For the 2024-25 year, the FAFSA uses 2022 income. If your income has changed significantly since 2022 or it included a one-time income that will not be repeated, you can request consideration for an adjustment based on current tax information. Please use the Petition for Consideration of Special Circumstances and provide the required documentation.
If you have expenses that go above the standard Cost of Attendance that you would like considered in your financial aid eligibility, please use the Petition for Consideration of Special Circumstances and provide the required documentation for consideration.

The application process can now be started online using the MNAid Student Portal. Instructions for application and using the portal can be found at the bottom of the page below. The application must be printed from the portal and sent to the Child Care Provider.
The Child Care Provider can submit their portion using our secure online document submitter for parents/third party (electronic signature required-make sure they know your TechID/StarID).
This program is intended to encourage access to and completion of a baccalaureate degree for students that are not allowed to complete the Free Application for Federal Student Aid (FAFSA). This money is made available by the ALLISS Educational Foundation. Due to limited funding the funds are available on a first come, first serve basis.
